Leonardo Boszczowski

Leonardo Boszczowski graduated with a degree in Civil Engineering from the State University of Londrina, Brazil, in 1999. In 2003, he joined the National Civil Aviation Agency (ANAC), Brazil’s civil aviation authority, as a regulation expert. At ANAC, he served in various roles, including regulator, inspector, and instructor in aviation security and air transport facilitation. In his position as Manager of Security and Facilitation at ANAC, he played a key role in developing the National Civil Aviation Security Program and the National Air Transport Facilitation Program. He implemented key regulations for passengers with disabilities, advanced passenger information (API), and passenger name record (PNR), and contributed to the reactivation of the National Committees on Civil Aviation Security and Air Transport Facilitation. He also has collaborated with the International Civil Aviation Organization (ICAO), serving as a member of the ICAO AVSEC Panel of Experts and as a USAP auditor, participating in audits and coordination at national and international levels.

Since 2019, Boszczowski has served as the Regional Officer for Aviation Security and Facilitation at the ICAO South American Regional Office in Lima, Peru. In this role, he supports the implementation of ICAO Standards and Recommended Practices across 13 States in the region, enhancing aviation security and facilitation. He coordinates regional efforts, delivers training as an ICAO instructor, and strengthens compliance and cooperation in South America.

Veronica received an MBA from Hult International Business School in London and her Bachelors degree from UC Santa Barbara. She’s based out of United’s Chicago headquarters. In her spare time, Veronica enjoys adventure travel, and spending time with her loyal German Shepherd, Kai.

Peter Cerdá – IATA’s VP for Americas and ALTA’s CEO. With over 30 years of experience in the industry, he holds a Master’s degree in Aeronautical Management from Embry-Riddle Aeronautical University. Cerdá began his career at Iberia Airlines and joined IATA in 1996, where he continues to serve as Regional Vice President for the Americas. In 2025, he joined ALTA, working closely with authorities, regulators, and other stakeholders in the sector.

Tiene una amplia trayectoria profesional, habiéndose desempeñado como Directora General de Foros Semana en la Revista Semana, una publicación reconocida por sus influyentes análisis políticos y económicos en Colombia.

Marcela también ha ocupado el cargo de Directora Ejecutiva del Instituto de Ciencias Políticas – Hernán Echavarría Olózaga – de Bogotá, uno de los think tanks especializados en políticas pública más influyentes del país. A lo largo de su carrera, Marcela ha trabajado como asesora y jefa de campaña de diversos candidatos, tanto a nivel local como nacional. También ha adquirido experiencia internacional como consultora en Oxford Analytica (en Inglaterra).

Rosângela Olivieri brings over 20 years of experience in HR management across Latin America, including Brazil, Chile, Peru, Mexico and Argentina. With previous experience in the real estate, out-of-home media, financial markets, among others, currently, she holds the South America Human Resources Director position at Air France – KLM for six years, where she is responsible for leading HR strategy and initiatives for the region.

Graduated in both Marketing and Psychology, her educational credentials also include specialized training in Strategic People Management, an MBA in People Management and post-MBA in Neurobusiness. 

Jaime Binder

Jaime Binder is a lawyer from the University of Chile, holds a Master’s degree in Management and Public Policies from the same institution, and a Diploma of Advanced Studies in Government and Public Administration from the Complutense University of Madrid. He has served as a university professor in subjects related to public policy, public management, negotiation, and air transport law. Since January 2019, he has served as Secretary of the Latin American Civil Aviation Commission (LACAC).

He has over 22 years of experience in the public sector, particularly in land and air transport. He has held positions as Counselor and later as Secretary General of the Civil Aviation Board of the Ministry of Transport and Telecommunications of Chile. He also served as Director of the State Railways Company (EFE-Chile) and the Arica-La Paz Railway Company (FCALP-Chile), as well as Executive Director of the Land Transport Inspection Program of the Undersecretariat of Transport of Chile.

In the course of his duties, he has led international negotiations, promoted liberalization and facilitation processes in commercial air transport, and organized seminars, courses, and workshops both nationally and internationally on aviation-related topics. In his role at LACAC, he actively promotes cooperation among 22 States from Latin America and the Caribbean, fostering regional integration in civil aviation.

Oracio Marquez

IATA

Oracio Marquez is Regional Director for External Relations & Sustainability (EAS) for Latin America and the Caribbean.  In this role, Oracio and the EAS team are responsible for myriad of issues ranging from managing international government and stakeholder relations to advocating on government regulatory matters affecting the airline industry in the region.  The EAS team is also responsible for promoting the advancement of global best practices and standards aimed at simplifying the doing business process for IATA’s member airlines. 

Internally, Oracio and the EAS team work closely with IATA’s country managers, regional leadership team and the other divisions at IATA to collectively develop and implement strategies to promote the attributes of the aviation sector.  Externally, the team seeks to build relationships with a broad range of stakeholders including member airlines, government authorities, trade associations and other potential allies.  

Milagros Rabines

Milagros Rabines is a Peruvian attorney admitted to the Lima Bar Association since April 1998, holding both an LL.B. and a master’s degree in Business Law from the Universidad de Lima. She has served as legal counsel in the public and private sectors, with particular depth in aviation: advising national and international air carriers on corporate, commercial, administrative and customs matters, and defending cargo airlines in complex litigation. Her practice also encompasses trade-logistics compliance and dispute resolution in civil and administrative forums, as well as strategic counsel to industry associations involved in foreign commerce. Fluent in Spanish and English, Ms. Rabines currently represents several airline clients and continues to focus on Aeronautical, Corporate, Commercial, Administrative and Customs Law.

Diego Fargosi Bond is an Argentine lawyer (LL.B., Universidad Católica Argentina) with a postgraduate specialty in Aviation Law (I.N.D.A.E.), partner at Fargosi Abogados, and former Executive Director of Aerolíneas Argentinas (2006-2009), where he also served as President of the Argentine Chamber of Airlines (CLARA) from 2007 to 2009. An alumnus of Holland & Knight, he advises airlines, lessors, financial institutions, and travel agencies on legal and regulatory matters, having assisted in more than 150 aircraft and engine transactions, and is a frequent source for national newspapers and specialized aviation media.

Ken quinn

Ken Quinn acts as litigation, regulatory, enforcement, antitrust, and corporate counsel to several domestic and international airlines, insurers, aerospace companies, lenders/lessors, private equity/hedge funds, advanced air mobility companies, airport developers, and other companies on aviation—related matters.
In a career spanning 30 years, Ken has handled some of the industry’s largest accidents, incidents, terrorist events, deals, cases, and matters. He served as General Counsel & Secretary of the Flight Safety Foundation for 25 years, as Chief Counsel of the US Federal Aviation Administration (1991-1993), counselor to the US Secretary of Transportation (1989-1991), and senior advisor to the US Office of the President-Elect (1988). He was named a Fellow of the Royal Aeronautical Society in 1997, serves on the Board and as counsel of the RAeS DC Branch, and on the RAeS Membership Services Board in London, England, since 2012.
Ken has served on the Board (2012-2016) and as President of the International Aviation Club (2015-2016).
He was Chair of the American Bar Association Forum on Air & Space Law (1994-1996), served on its Executive Committee (1994-2024), and was Editor-in-Chief of the ABA’s The Air & Space Lawyer publication for 13 years. He is on the Board of Governors of Army Navy CC, and the Northern Illinois University Foundation. He is 4th Degree Knights of Columbus, and a Patron of the Vatican Art Museums.
He is currently acting on behalf of insurers in connection with the DCA mid-air crash between an Army Black Hawk helicopter PAT 25 and American flight 5342. He is acting on behalf of Flexjet in connection with a near miss at MDW with a Southwest flight. He is working for two of the largest AAM companies, one of the largest airline holding companies, developers of professional football and basketball stadiums, corporate flight departments, MROs, flight schools, private equity on airline foreign ownership and control, and airlines on regulatory and enforcement matters.
He is representing Goldman Sachs and its subsidiary AvPorts on the private long-term lease of HVN airport and related NEPA litigation now pending in the DC Circuit Court of Appeals. He is representing AIA in connection with the development of an all-cargo, perishable goods airport accepted under the FAA Private Investment Partnership Program.
He represented the Kyoto-based lithium ion battery manufacturer on claims, investigations, insurance, and
Paris ICC arbitration in connection with the Boeing 787 Dreamliner grounding; the airport security screening
companies in 9/11; the cities of New York and Chicago on airport litigation, airport slots, and use/lease agreements; the Terminal One Group Association and airlines in connection with litigation and the $9.0B terminal development at JFK; major US airlines in litigation over airport access at DAL, Airbus purchase and sale agreements, customer litigation, class-action litigation, and contract of carriage matters.
Some of his other high-profile engagements have been representing foreign airlines over engine supplier shortages; airlines in acquisition, antitrust immunity requests, and regulatory compliance; commercial space and social media companies regarding international treaty and mishap matters; a large infrastructure fund in the first use of FAA’s private partnership program—LMM in San Juan, PR; Airbus in
the crash of AA587.
He represented Virgin America to get its wings in DOT certification and DC Circuit litigation, which remains
the seminal case in US “actual control” determinations. He represented the MRO, SabreTech, in connection with the historic criminal, civil, and enforcement cases following the crash of ValuJet 592.
He served as Chair of the DOT Secretary’s Task Force on Aviation Security & Intelligence following the terrorist bombing of Pan Am 103 over Lockerbie, Scotland, and served as Vice Chair of the ICAO Task Force on Safety Information Protection. Márcio Souto is an experienced legal professional with over 30 years of work in the commercial aviation industry. He currently serves as Managing Counsel for United Airlines in Brazil and as a Director on the Board of Representatives of International Airlines in Brazil (JURCAIB), an organization that represents more than 30 international carriers operating in the country.

Before joining Delta Air Lines, Humberto was an Associate at the international law firm, White & Case, and held senior positions at Aeromexico, Mexico’s flag carrier, Grupo Bimbo, the largest Mexican-owned baking company and one of the largest bakery companies in the world, and Instituto para la Protección al Ahorro Bancario (IPAB), Mexico’s deposit insurance entity. Jonathon Foglia

Jonathon Foglia is a Member and Co-Chair of the Aviation Industry Team at Cozen O’Connor Attorneys, where he counsels clients on a wide range of aviation regulatory and commercial matters. As part of his practice, Jonathon represents U.S. and non-U.S. airlines as well as trade associations before federal aviation regulatory agencies, including the U.S. Department of Transportation, the Federal Aviation Administration, the Transportation Security Administration, and U.S. Customs and Border Protection. Jonathon also acts for respondents in governmental investigations and enforcement and civil penalty proceedings involving alleged violations of various federal aviation-related statutes and regulations.

Jonathon has consistently been ranked as a leading aviation attorney in peer-review publications, including Chambers USA, Who’s Who Legal, and Expert Guides. He serves on the adjunct faculty at Georgetown University Law Center, where he teaches Aviation Law, and currently is the Editor-in-Chief for the American Bar Association’s Air & Space Lawyer.

From 2013 to 2016, Marcelo held positions in the investment banking industry at Deutsche Bank AG and Credit Suisse AG, in São Paulo and New York. Marcelo has received his Master of Business Administration (MBA) degree from the Fuqua School of Business at Duke University and earned a Bachelor of Laws degree from the Catholic University of São Paulo.

Constantly participates in research committees and aeronautical studies in several associations related to Civil Aviation in Brazil and other countries.
