Julio Siu, Regional Deputy Director / ICAO NACC
Since 2016, Mr. Julio Siu is responsible for the Regional Office management; he serves as Technical Team Leader and leads the organization´s vision and mission in support of 22 ICAO Contracting States and 19 Territories.
An Aeronautical Telecommunications Engineer, he has over 25 years of experience in several international civil aviation fields, project management, business administration, and financial matters. In the ICAO NACC Regional Office, Mr. Siu started as Regional Officer, Communications, Navigation and Surveillance (CNS), and he is also an ICAO Universal Safety Oversight Audit Programme (USOAP) auditor. In 2016, he was promoted to Deputy Regional Director.
Prior to joining ICAO, Mr. Siu covered different management, strategic management, and leadership posts in the Central American Air Navigation Services Corporation (COCESNA), such as Manager for Projects and Maintenance in Central America, Honduras Regional Manager, and he was the CNS implementation focal point.
He graduated with honours with a bachelor's in Telecommunications Engineering; he holds a Masters's Degree in Business Administration and Finance and a PhD in Strategic Business Administration. He has diplomas in strategic management, aviation management, and specialty courses. He has been recognized for the implementation of the Automation and Radar System Project in Central America, the Y2K transition activities, and for outstanding management and support to the implementation of the aviation infrastructure of Central America. Likewise, Mr. Siu managed the implementation of the modernization of the MEVA II telecommunications network, the Eastern Caribbean radar data exchange project, and he facilitated the implementation of several aviation services and systems in the Caribbean and Central American regions.
