Angel Luna, Regional Officer, Aviation Safety / ICAO NACC
Angel Luna is Regional Officer for Flight Safety at the ICAO North American, Central American and Caribbean (NACC) Regional Office.
He brings 18 years of aviation safety experience spanning safety performance monitoring, Just Culture–based voluntary safety reporting programs, and safety collaboration with civil aviation authorities across the Americas.
In his current role, Angel supports the Regional Aviation Safety Group – Pan America (RASG-PA) as a member of its Secretariat team. Prior to his current role, Angel served in the FAA’s Office of Accident Investigation and Prevention, where he supported the U.S. Commercial Aviation Safety Team (CAST) and represented CAST to the Pan American Regional Aviation Safety Team (PA-RAST), serving as its Vice-Chair. In that capacity, he engaged with civil aviation authorities and industry stakeholders across Latin America and the Caribbean on regional safety initiatives, coordinated inter-regional collaboration with ICAO’s Asia-Pacific counterparts, and contributed to the development of safety alerts and guidance material addressing critical risk areas in Pan American aviation. Earlier, he was a Safety Engineer/Manager in the FAA Air Traffic Organization’s Safety Performance Monitoring Office.
