Alvimar de Lucena Costa Junior, Senior Regulatory Affairs Specialist / Boeing
Alvimar de Lucena is an experienced aviation professional and currently serves as Senior Specialist in Regulatory Affairs for Latin America and the Caribbean at Boeing. In this role he plays a key part supporting Boeing’s Safety, Security and Airworthiness organization, acting as a technical liaison between Boeing’s Regulatory Affairs teams and the Civil Aviation Authorities in the LA&C region, customers, and the aviation industry. He is responsible for analyzing the expected impacts of evolving and changing regulatory environments in the region, supporting Boeing teams in certification validation processes, and representing Boeing Global Safety and Regulatory Affairs on regulatory matters before all Civil Aviation Authorities in Latin America and the Caribbean.
Before joining Boeing, Alvimar had a distinguished career spanning many years in the aviation industry. He served as an Aeronautical Engineering Officer in the Brazilian Air Force, where he worked as a Flight Test Engineer, coordinated several flight test campaigns, and was head of Brazil’s Flight Test Division. He also worked for Brazil’s National Civil Aviation Agency (ANAC) for more than a decade, serving as an Inspector of Flight Operations and Airworthiness, and later as the Manager of Simulator Qualification, New Technologies, and Operational Evaluation. He was assigned at ANAC as part of the team preparing for USOAP and FAA IASA audits since 2000.
In 2007, Alvimar worked directly for the Technical Cooperation Bureau (TCB) of the International Civil Aviation Organization (ICAO) to support the development of a Civil Aviation Authority in Africa and to assist that country’s preparation for ICAO’s Universal Safety Oversight Audit Programme (USOAP). He subsequently joined ICAO’s Flight Operations Panel as the Brazilian representative in 2009.
Alvimar is also an Aeronautical Engineer and a distinguished academic, having earned a Master of Science in Operations Research and Decision Support in 2018 and a Doctorate in Engineering in Negotiation and Conflict Resolution applied to safety management in 2022, both in the Aeronautical Technological Institute (ITA).
