Marcus Vinicius Fernandes Ramos, Manager of Civil Aviation Personnel Evaluation / ANAC Brazil
Marcus Vinicius Fernandes Ramos is a Mechanical Engineer with a specialization in Safety and Rulemaking Processes from Embry-Riddle Aeronautical University (ERAU). He has been with the Brazilian National Civil Aviation Agency (ANAC) since 2010, having held leadership positions including Flight Standards Rulemaking Manager, Head of the General Aviation Office, and Head of the Personnel Licensing Issuance Branch. He currently serves as Head of the Personnel Assessment Branch.
At the international level, Marcus represents ANAC Brazil on the ICAO Personnel Licensing Panel (PEL Panel), where he serves as Vice-Chair. He also represents ANAC Brazil within the Regional Safety Oversight System (SRVSOP), acting as Project Leader for the review of the multinational agreements associated to the mutual accreditation of Flight Schools and Training Centers.
Marcus participated in the SAE working group responsible for developing training and qualification standards for eVTOL pilots. Its’ work served as a foundation for the ongoing revision of RBAC 61, currently under public consultation in Brazil.
His professional profile combines expertise in aviation regulation, project and process management, stakeholder engagement, negotiation, and conflict resolution, with extensive experience in national and international regulatory cooperation initiatives.
